State Regulations:

• All Cosmetology licensees renewing their license must show the completion of at least 6 hours of
  continuing education.
• All Esthetician licensees must show the completion of at least 6 hours of continuing education.
• All Nail Tech licensees must show the completion of at least 6 hours of continuing education.
• Each licensee must obtain a Certificate of Completion for each class completed.
• These hours MUST include at least four (4) hours of Sanitation instruction.
• For late renewal, the continuing education courses must have been completed within the two year
  period immediately prior to the date of renewal.

Licensees must retain a copy of the certificate of completion for a course for 2 years after the date of completion.
Continuing education credit may not be obtained for attending the same course more than once for one renewal period.

TDLR approved continuing education (CE) hours will be required to renew a cosmetology license that expires on or after Sept 1, 2006. The hours required must be completed within the term of the license being renewed. (2 years in most instances)

Continuing education courses taken must be dedicated in one or more of the following subjects:

Texas Occupations Code, Chapters 1602 and 1603
16 Texas Administrative Code, Chapter 83
Health and Sanitation Standards in Chapter 83; and/or
Curriculum subjects listed in 16 Texas Administrative Code, §83.120

New Cosmetology Administrative Rules In Effect

At their meeting held December 11, 2007, the Texas Commission of Licensing and Regulation (TDLR) adopted amendments to existing rules and a new rule for the cosmetologists program. These rule changes are a second phase of rulemaking necessary to implement House Bill 2106, 80th Legislature, to adjust continuing education requirements, and to make additional clean-up changes in the rules for cosmetologists. The provisions of House Bill 2106 became effective on June 15, 2007 and require the Commission to adopt rules necessary to implement the new legislation by January 1, 2008.

Also included are changes to the continuing education requirements for cosmetologists, as recommended by the Advisory Board on Cosmetology, and a reduction in the fee for a revised/duplicate license. The adopted rules are 16 Texas Administrative Code, Chapter 83,§§83.10, 83.20, 83.22, 83.25, 83.26, 83.29, 83.31, 83.71, 83.78,83.80, and 83.100. The rule adoption was filed with the Texas Register on December 11, 2007, and published in the December 28, 2007, issue of the Texas Register (32 TexReg 9970). TDLR To Lower License Fees for Barbers, Duplicate License

AUSTIN - The Texas Commission of Licensing and Regulation (Commission), TDLR’s governing body, has voted unanimously to reduce 21 licensing and registration fees in 8 of TDLR’s programs. Fee reductions range from 8 percent to as high as 80 percent.  On an annual basis, the fee reductions are projected to exceed $1,300,000.

Cosmetology - Revised/Duplicate License Fee - From $53 to $25

6 hours of Continuing Education requirements. Licensees must obtain a Certificate of Completion for each class completed.

•These hours MUST include at least four (4) hours of Sanitation

for information about renewing your license online.

• Certificates of Completion will be valid for 2 years (24 months from the date of the class) and may be used for only 1 renewal.
